Sellers can configure fulfillment policies to be either "free shipping" (where the seller pays for all shipping costs) or not free shipping (where the buyer pays for all the shipping costs). Fulfillment policies that offer free shipping are the easiest to configure.
If a fulfillment policy does not specify "free shipping," the seller can configure the shipping rate to be calculated by one of the following types of shipping services:
- Flat-rate shipping
- Calculated shipping
- Freight shipping
In addition to these types of services, sellers can also set up shipping options that make use of the following:
- Seller-provided rate tables
- The eBay Global Shipping Program
