OUT_OF_COMPLIANCE
This value indicates that the given listing is out of compliance. If a listing is out of compliance, eBay will block listing revisions, unless the source of the violation, such as missing aspects, is corrected.
AT_RISK
This value indicates that the violation is not a blocking issue at the moment, but is likely to become one. For example, in the case of missing or invalid recommended aspects, the listing is at risk of going out of compliance as eBay makes more and more recommended aspects required. Sellers should address at-risk listings proactively to prevent unwanted revision blockages.
